Technological development plays a critical role in society’s ability to address environmental issues. Building on Teece’s profiting from innovation framework, we articulate how a double-externality problem weakens the appropriability regime surrounding pollution reduction technology (PRT). We then develop a theoretical framework articulating how weak appropriability induces firms to modify their innovation strategies for PRT development by increasing the extent to which they engage in organizational exploration (rather than exploitation) and emphasizing incremental (rather than radical) technologies. Noting that the effects of (...) weak appropriability are unlikely to be static, we detail how the accumulation of organizational capabilities for reducing pollution diminishes the extent to which firms modify their innovation strategies for PRT. That is, firms become less exploratory and less focused on incremental technology as they gain experience with pollution reduction. Results of broad-sample empirical analyses of 206,277 patents held by 203 U.S. manufacturing firms over a 20-year period provide support for our framework. (shrink)

A great deal of attention has been paid in recent years to the function- al roles of intentions in intentional action. In this paper we sketch and defend a position on this issue while attacking a provocative alternative. Our position has its roots in a cybernetic theory of purposive behavior and is only part of the larger task of understanding all goal-directed behavior. People intend to do things, try to do things, and do things. Do they also will to do things? More precisely, if people will to do things and their willing bears upon what they do, is willing, or volition, something distinct from intending and trying? This question is central to the intention/volition debate, a debate about the ingredients of the best theory of the nature and explanation of human action. A variety of competing conceptions of volition, intention, and trying have (...) been advanced in the literature; it would be impossible to examine each thoroughly in a single paper. We can show, however, that the major functional roles ascribed to volition are nicely filled by a triad composed of intention, trying, and information feedback. Sections I and II below develop an account of the connection between intention and trying. Section III examines leading arguments for the existence of volitions and decomposes volitions into members of the triad just identified. (shrink)

It has been claimed, by David Heyd, that in order for an act to count as supererogatory the agent performing the act must possess altruistic intentions (1982 p.115). This requirement, Heyd claims, allows us to make sense of the meritorious nature of acts of supererogation. In this paper I will investigate whether there is good reason to accept that this requirement is a necessary condition of supererogation. I will argue that such a reason can be found in cases where two (...) people act in the same way but with only the person who acted with altruistic intent counting as having performed an act of supererogation. In such cases Heyd’s intention requirement plays an important role in ruling out acts that intuitively are not supererogatory. Despite this, I will argue that we should reject Heyd’s requirement and replace it with a moral intention requirement. I will then investigate how to formulate this requirement and respond to two objections that might be raised against it. (shrink)

This paper discusses the reproductive health knowledge of Nigerian in-school adolescents, with special reference to pregnancy occurrence at first coitus. The data were derived from an Association for Reproductive and Family Health (ARFH) survey carried out in four secondary schools in Ibadan, Nigeria, between August and October 1995. A total of 828 students were interviewed. The results revealed that the majority of sexually active adolescents were not aware of the consequences of their actions. Religious affiliation and number of wives in (...) a male adolescents parents, were found to influence adolescents’ knowledge of pregnancy probability at first coitus. This paper confirms earlier findings that the majority of Nigerian adolescents do not know the consequences of sex. Therefore, a clear-cut plan of action is needed to inform sexually active adolescents through an effective sex education programme. (shrink)

Unfortunately Beer is guilty of serious misunderstandings of Whitehead's metaphysics. This vitiates a promising project and mars an otherwise effective discussion of political theory.

The concept of biodiversity has played a central role within conservation biology over the last thirty years. Precisely how it should be understood, however, is a matter of ongoing debate. In this paper we defend what we call a classic multidimensional conception of biodiversity. We begin by introducing two arguments for eliminating the concept of biodiversity from conservation biology, both of which have been put forward in a recent paper by Santana. The first argument is against the concept’s scientific usefulness. (...) The other is against its value as a target of conservation. We show that neither of these objections is successful against the classic multidimensional conception of biodiversity. Biodiversity thus understood is important from a scientific perspective, because it plays important explanatory roles within contemporary ecology. Moreover, although it does not encompass all valuable features of the natural world, this does not show that we should abandon it as a target of conservation. Instead, biodiversity should be conceived as one of many grounds of value associated with ecosystems. This is consistent with concluding that a central aim of conservationists should be to protect biodiversity. (shrink)

In Effective Intentions: The Power of Conscious Will (Mele 2009), I argue that scientists—neuroscientists and others—have not proved that free will is an illusion and have not produced powerful evidence for that claim. Manuel Vargas has suggested that in that book I ignore a serious scientific threat to free will (2009). The alleged threat is identified in section 1. It is the topic of this article.

Problem: Visions of technology, future scenarios, guiding visions represent imaginations of future states of affairs that play a functional role in processes of technological research, development and innovation—e.g. as a means to create attention, communication, coordination, or for the strategic exertion of influence. Since a couple of years there is a growing attention for such imaginations of futures in politics, the economy, research and the civil society. This trend concerns technology assessment as an observer of these processes and a consultant (...) on the implications of technology and innovation. TA faces increasing demands to assess imaginations of futures that circulate in the present and to participate in shaping these through scenarios or foresights. More than ever, this raises the question, which propositions can be made based on these imaginations by TA and how this can be used in advisory practices. Imaginations of futures are relevant for TA not as predictions but in their significance and effectiveness in the present, which need to be understood and assessed.Contents: This discussion paper outlines how present significance and effects of imagined futures in technological research and innovation processes can be conceived and analyzed. In this paper, all forms of imaginations of technology futures will be called “socio-technical futures” because within them technological developments and social changes are interwoven and inseparably interrelated. In this paper, we discuss why TA should analyze socio-technical futures, how such analyses can grasp the societal conditions that are expressed in the imagined futures and how these become effective in processes of technology development, communication, decision making etc. We raise the question which self-reflexive positioning or possible realignment of TA is needed as a response to its increased concern with assessing and even co-producing socio-technical futures. The latter is often demanded regarding the growing attention by politics and publics to imaginations of futures with wide temporal and spatial reach.Addressee of this paper is the TA community in a broader sense. The aim is to sensitize colleagues for the topic and its challenges, to consolidate discussions and to provide theoretical and methodical suggestions for research in TA and related advisory practices with respect to socio-technical futures. This paper has been originally initiated during the workshop “The present of technological futures-theoretical and methodical challenges for Technology Assessment”, in which all of the paper’s authors participated. In biology, the ‘ecological orientation' rests on a commitment to examining systems, and the conceptual challenge of defining that system now employs techniques and concepts adapted from diverse disciplines (i.e., systems philosophy, cybernetics, information theory, computer science) that are applied to biological simulations and model building. Immunology has joined these efforts, and the question posed here is whether the discipline will remain committed to its theoretical concerns framed by the notions of protecting an insular self, an entity demarcated from its (...) environment, or will shift its focus of interest to a wider context. An ecological perspective emphasizes the interchange between the organism and its environment, the processing of information, and the regulation arising from responses to this larger context. The basic subject matter of the philosophy of action is a pair of questions: (1) What are actions? (2) How are actions to be explained? The questions call, respectively, for a theory of the nature of action and a theory of the explanation of actions. Donald Davidson has articulated and defended influential answers to both questions. Those answers are the primary focus of this chapter.

Intention, intentional action, and the connections between them are central topics of the philosophy of action, a branch of the philosophy of mind. One who regards the subject matter of the philosophy of mind as having at its core some aspect of what lies between environmental input to beings with minds and behavioural output may be inclined to see the philosophy of action as concerned only with the output end of things. Many scholars have done research that suggests that too many poor black and Latino families have child-rearing strategies and home environments that are inconsistent with school achievement. This book reports on an effort to intervene in the home life of a group of non-white parents and grandparents who have low-performing children where each family is asked to adopt the characteristics of middle-class families.

This study, originally published in 1977, focuses on a critical examination of the life-work of Alfred Schutz, the most important and influential ‘father’ of several recent schools of empirical social research. The author shows why Shutz and his followers fail in their attempts to ‘humanize’ empirical social science. The problems they encounter, he argues, are due to their attempt to achieve a methodological synthesis of self-determining subjectivity and empirical criteria of validation, based on Schutz’s heuristic adoption of relevant ideas (...) from Weber and Husserl. This is, in effect, an artificial union of subjectivity and objectivity – their ‘dual vision’ – that satisfies neither phenomenological nor naturalist perspectives. Dr Gorman suggests that the radical implications of phenomenology must lead to a consistent, socially-conscious method of inquiry, and, in a final chapter, he re-defines the methodological implications of phenomenology with the aid of existential and Marxist categories. Because of his role in the bitter dispute between the Franciscans and Pope John XXII over evangelical poverty, he was excommunicated in 1328. Deficits in the ability to read the emotions of others have been demonstrated in mental disorders, such as dissociation and schizophrenia, which involve a distorted sense of self. This study examined whether weakened self-referential source memory, being unable to remember whether a piece of information has been processed with reference to oneself, is linked to ineffective emotion recognition. In two samples from a college and community, we quantified the participants’ ability to remember the self-generated versus non-self-generated origins of sentences they (...) had previously read or partially generated. We also measured their ability to read others’ emotions accurately when viewing photos of people in affect-charged situations. Multinomial processing tree modelling was applied to obtain a measure of self-referential source memory that was not biased by non-mnemonic factors. Our first experiment with college participants revealed a positive correlation between correctly remembering the origins of sentences and accurately recognising the emotions of others. This correlation was successfully replicated in the second experiment with community participants. The current study offers evidence of a link between self-referential source memory and emotion recognition. (shrink)

How is confabulation related to self-deception? Obviously, that depends on what confabulation and self-deception are. In the first main section, I sketch a position that I have developed elsewhere on self-deception. I turn to confabulation in the second main section. Confabulation in general is more than I can take on in this chapter. I focus on confabulations associated with a trio of delusions.

This paper describes a second generation Simulator for Engineering Ethics Education. Details describing the first generation activities of this overall effort are published in Chung and Alfred (Sci Eng Ethics 15:189–199, 2009). The second generation research effort represents a major development in the interactive simulator educational approach. As with the first generation effort, the simulator places students in first person perspective scenarios involving different types of ethical situations. Students must still gather data, assess the situation, and make decisions. The (...) approach still requires students to develop their own ability to identify and respond to ethical engineering situations. However, were as, the generation one effort involved the use of a dogmatic model based on National Society of Professional Engineers’ Code of Ethics, the new generation two model is based on a mathematical model of the actual experiences of engineers involved in ethical situations. This approach also allows the use of feedback in the form of decision effectiveness and professional career impact. Statistical comparisons indicate a 59 percent increase in overall knowledge and a 19 percent improvement in teaching effectiveness over an Internet Engineering Ethics resource based approach. Those familiar with Whitehead's thought may wish to skim Part One: Background and Foundations and pass on to Part Two: Value Theory in General and in Particular, which is Weisenbeck's main contribution to the literature on Whitehead. In discussing the general theory, Weisenbeck calls attention to the relational character of value. He argues that Whitehead's worlds of possible and realized values are essentially related; neither has value apart from the other. Similarly, value is neither wholly in subjects nor wholly in (...) objects; it is a relationship between the valuing subject and the valuable object. The author divides Whitehead's value theory into three principal species: aesthetic, religious, and moral. The chapter on aesthetic values contains a careful examination of Whitehead's distinction between appearance and reality and an analysis of beauty as the highest value. In the section on religious values he discusses man's relationship to God and man's emotional and volitional response to the religious vision of unity and perfection. Of special interest is the section on moral values where Weisenbeck shows the connection between morality and the aesthetic ideals to be attained. In view of his emphasis on ideals and the role of love in human action Weisenbeck would presumably side against those who have attributed a private interest theory to Whitehead.
